This is, of course, wildly misleading.
The entire allegation rests on the element of “willfulness”, i.e., whether Biden’s actions were deliberate or inadvertent.
While it’s true that Hur has a section titled:
II. THERE IS EVIDENCE THAT MR. BIDEN WILLFULLY RETAINED THE CLASSIFIED
It is immediately followed by:
III. THE EVIDENCE FALLS SHORT OF ESTABLISHING MR. BIDEN’S WILLFUL
Even if you take the report as an objective analysis, it’s full of this kind of nuance that ultimately paints Biden’s actions more inadvertent than willful.
