I don’t think he did. From what I remember he was very clear in his congressional testimony that Trump did all the crimes. It was just nobody did anything with that information until now.

Yeah I think this is it. He didn’t want to pay him.
He tried to not pay at all before the election thinking it didn’t matter either way if he was elected or not.
Stormys rep called that move and Cohen had to from the money.
Then Trump gave him a substantially lower bonus for 2016 and then Repeatedly tried to stiff him all while Cohen lied for him.
