“I will collaborate with putin” is an interesting campaign strategy
The “authorized to use deadly force” thing is so, so dumb. But it’s the perfect bludgeon to cry victim with to his idiot followers who will uncritically believe that Biden tried to assassinate Trump. And surely when he is back in office he will use that as precedent to authorize actual deadly force on anyone he wants to.

It’s fits perfectly with their worldview. Law enforcement is supposed to harass and kill browns, poors, and especially poor browns. Failing to do that and/or harassing or killing whites, the rich, and especially rich whites is a sign of the destruction of the way things are supposed to be.
