Yes it’s a very very bad speech but it’s nowhere on the level of Biden the last month. Biden will never be capable of even a speech as pathetic as that Trump speech ever again. Biden has no energy and can barely speak words.
Also Trump being diminished (and a moron, and a liar and someone who makes dumb shit up) has literally been talked about since he was in office. We all know he is diminished. We didn’t know Biden was a (barely) walking corpse until a month ago.
